We are a seeking a Sr Acquisition Specialist to provide high level of acquisition assistance and support in developing and coordinating program acquisition planning, support documentation and contract support.  This position supports the ongoing Air Force Security Assistance Cooperation (AFSAC) Case Execution IT Modernization effort and standing-up of the new AF Business Enterprise Modernization Office (BEMO) PMO.

Responsibilities

  • Ability to communicate both orally and in writing clearly, concisely, and with technical accuracy
  • Ability to analyze conflicting information from multiple resources and to determine and apply proper approaches to problem resolution
  • Provide expert advice for complex program issues and ascertain overall performance is achieved as projected
  • Routinely provide effective technical leadership in resolving conflicting points of view
  • Interac with internal and external officials and/or customers are diplomatic, convincing, professional, and promote effective working relationships
  • Ability to gather and analyze a variety of program information, make sound judgements concerning program progress and effectively communicate recommendations orally and in writing to PM
  • Knowledge of laws, principles, policies, and practices of systems acquisition and program management
  • Working closely with governmental program manager, ensure adequacy of requirement documents (SOW/PWS) and assist in developing draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for CO approval
  • Coordinate with and inform program office requirements to PM on progress throughout the process, developing and maintaining acquisition milestone documents
  • Assist with source selection procedures, working with technical evaluation panels, developing evaluation templates and instructions and ensuring that Conflict of Interest/Nondisclosure forms are signed, files prepared for the pre-award decisions are complete, neat, and organized in accordance with the customer’s policy, and files are properly organized to facilitate post-award reviews and administration
  • Develop acquisition planning/milestone charts in concert with Program Manager
  • Assist in preparing final contract award documents for task and delivery orders and stand-alone contracts
  • Assist in preparation draft award announcements for electronic posting and draft Congressional Notifications in accordance with FAR and DFARS requirements and local guidance
  • Provide assistance in coordinating/writing requirements documents, and researching acquisitions for similar services
  • Monitor contractor (integrator) schedule with terms of the contract working with COR/Program Manager on performance issues as necessary
  • Keep records and documentation in a virtual environment, utilizing workflow tools and MS Office of all actions through the procurement life-cycle
  • Ability to track action items, document meeting notes, follow-up for resolution
  • Work with Program Manager to develop budgets and plans for the programs
  • Risk Management
  • Accomplish strategic objectives by overseeing multiple project activities and meeting deadlines

Qualifications

  • Education:
    • Bachelor’s Degree in finance, business administration or any business fields plus at least 13+ years’ experience in acquisition/project management and risk management plans to include making recommendations that improve these processes
  • Required Knowledge/Experience:
    • Equivalent to a 1101- GS-13/14 with 13 plus years supporting DoD ACAT (I-III) programs
    • Shall have suitable background and experience in planning, pre-award, award, and post award activities for varied and complex requirements; and shall be able to help assist in writing necessary supporting contract documents with minimal, if any, oversight or rework
    • Shall also be required to provide support in various projects/issues as needed
    • Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat
    • Demonstrated experience in research and use of a variety of streamlined vehicles and automated ordering tools
    • Demonstrated experience using FAR 15, FAR 12/13, FAR 8.4, and FAR 16.5 procedures
    • Must be self-starter and motivated, and highly organized
  • Preferred Knowledge/Experience:
    • 5 Years in a lead PM / Acquisition role on a DoD IT ACAT I-III program
  • Physical Requirements:
