We are a seeking an Information Technology Infrastructure Library (ITIL) Monitoring Specialist II who posseses knowledge of ITIL frameworks with standards provided by the DoD Enterprise Service Management Framework (DESMF). This person is responsible for supporting the Program Executive Office (PEO) Business Enterprise Services (BES) Operations division; the Major Incident Management (MIM) Team, and Problem Management Team with effective monitoring and event management solutions. Processes and solutions must meet the demanding requirements of BES systems and applications located in complex environments (i.e. Cloud One, DISA, HEDC, etc.).  He/She will be part of a transversal team charged with driving improvements to end users of the Business Enterprise Services (BES) portfolio. 

Responsibilities

  • Act as the Monitoring Specialist strategic liaison to multiple organizational elements to ensure ITIL Event Management processes and systems support the organization
  • Build strong relationships with both internal and external IT service teams (service owners, mission application owners, stakeholders, capability delivery teams, engineering staff, etc.) and senior management to ensure IT monitoring services are meeting the overall strategic goals
  • Collaborate with service and process owners specific to incident management, problem management, service assets, configuration management, and knowledge management
  • Work with stakeholders, capability delivery teams, and service providers to determine mission impact of outages, degradations, and/or latency and incorporate into event management reporting
  • Implement efficient event management processes and automation
  • Configure and maintain central monitoring platforms
  • Perform daily health checks and break/fix support on monitoring platforms
  • Manage new technology integrations into monitoring systems
  • Participate in the governance of application/system monitoring design, implementation, customization and support
  • Assist in design of console solutions to consolidate views of service events for senior management, engineers, support staff, etc.
  • Provide event logging and historical repositories to aid in the investigation and prevention of incidents, problems, and service quality issues
  • Provide filtering and event correlation mechanisms to reduce event noise
  • Grow the technical skillset of everyone, including management, technical personnel, support teams, and his/her peers through peer mentoring, coaching, training, etc.
  • Establish new and recommend establishment and/or modification of existing current process, procedures, policies, standards, where applicable

Qualifications

  • Education:
    • Bachelor’s Degree (Computer Information Systems, Computer Science, or a related field)
    • Or a minimum of six (6) years of experience in related degreed field
  • Required Knowledge/Experience:
    • 12+ years of experience in IT with at least 5 years in a large scale enterprise environment
    • 10+ years of experience in IT operations, (Network Operations Center experience a plus)
    • 7+ years of experience in managing monitoring solutions
    • 7+ years of experience in ITIL strategy, design, integration, and management
    • 5+ years of experience with Cloud Based hosting/monitoring
    • Proficient in oral and written comprehension of the English language
    • Be a team player

    • Ability to quickly understand new monitoring tools
    • Ability to influence others in a matrixed environment
    • Ability to drive timely completion of tasks
    • ITIL certification
    • Proficient in ITIL event management and good basis in ITIL foundational concepts
    • Ability to design, author, and implement event services under ITIL framework
    • Knowledge and thorough understanding of other related ITIL services (incident, problem, change, configuration, etc.)
    • Organization transformation skills/experience
    • Proficient in Microsoft Office Suite and Visio
    • Excellent oral, verbal, and written communication skills
    • High degree of collaboration skills
    • Extensive knowledge and hands on experience with industry standard monitoring toolsets (i.e. AppDynamics, SolarWinds, Splunk, SCOM, SCORE, etc.)
    • Proficient with data lifecycles and aggregation, reporting and web dashboards
  • Required Clearance:
    • Active Secret Clearance
  • Preferred Knowledge/Experience:
    • Prefer 7+ years of experience working with US Air Force and/or DoD community
    • Working knowledge of DoD Enterprise Service Management Framework (DESMF)
    • Broad understanding of Cloud environments, DoD data centers, distributed application architectures, and web-scale technologies
    • Good understanding of network performance monitoring, application performance management high-resolution systems monitoring and IT operations analytics
    • Good knowledge of open source monitoring technologies like time-series DBs, metrics dashboards, real-time graphing, and graph editors
    • Knowledge of BES’ hosted provider’s infrastructures and architectures
    • Knowledge in various scripting languages such as Go/Python, etc.
  • Physical Requirements:
    • All work will be performed in a home office or office environment
    • Ability to sit for extended periods of time
    • Ability to lift a minimum of twenty-five (25) pounds
    • Ability to perform repetitious computer tasks (keyboard/mouse functions)
    • Ability to talk and hear
    • Ability to occasionally stand, walk, reach with hands, stoop, kneel, crouch, and crawl
    • Specific vision abilities required to include close vision

  • Perform other tasks consistent with the goals and objectives of the department/contract
