We are a seeking a Proposal Writer to be responsible for the writing of responses to customer requests for information (RFIs) and requests for proposals (RFPs).  Additional duties include working with senior leadership, the capture manager, marketing, and Subject Matter Experts on various writing tasks across the organization such as developing executive summaries, management approaches, capability statements, white papers, and case studies to differentiate between the competition and position for the win.

  • Responsible for writing competitive proposals for Federal, State and Local, and Commercial procurements, including copy editing, fact checking, page layout, and/or proofreading as needed
  • Work with relevant stakeholders including the Capture Manager, Account Managers, subject matter experts (SMEs), Proposal Manager, and executive leaders to identify, develop and gather content to respond to procurement opportunities
  • Assist with project coordination activities, including preparing templates and coordinating production and submission activities
  • Assist Proposal Manager in managing the writing process
  • Meet tight proposal related deadlines and deliverables
  • Responsible for fully understanding procurement requirements and how to best position the proposal response, to include terminology, approach, writing themes, etc.
  • Write clear and concise proposal narrative that best describes the value proposition, win themes, positioning, and TACG’s competitive or innovative advantages
  • Ensure proposals are well written, accurate, and compliant with the requirements of the RFP/RFQ and proposal compliance matrix
  • Monitor drafts for consistency, clarity, appropriateness, and persuasiveness of the material; proofread and edit content and obtain appropriate level(s) of approval for all content
  • Work with staff to position and document operational successes and stories which can be used to support responses
  • Communicate proposal related risks to the proposal team
  • Collaborate with graphic designer and other stakeholders to create compelling graphics that support proposal content
  • Work closely with proposal team to complete content capture tool, as needed
  • Stay current in the latest approaches to responding to Federal and DoD procurements and operational business line topics
  • Participate in proposal-related activities, including pre-RFP release, production, and submission activities, lessons learned and debrief sessions, and/or status meetings
  • Create proposal-related documents, including storyboards and strategy presentations
  • Responsible for maintaining the proposal library and ensuring content is current


  • Education:
    • Bachelor’s degree or equivalent years of relevant work experience is required 
  • Required Knowledge/Experience:
    • A minimum of three (3) years of Federal and DoD proposal writing / proposal lead experience
    • Ability to write clear, structured, articulate, and persuasive responses
    • Experience working in deadline driven environments
    • Strong computer skills including knowledge of Microsoft Outlook, Word, Excel, and PowerPoint and Adobe Acrobat and ability to create business or process related graphics
    • Excellent analytical, problem solving, and written communication skills
    • Strong editing skills
    • Strong organization skills that allow the ability to manage multiple projects and deadlines
    • Ability to work independently and within a team environment
    • Ability to accept and incorporate constructive feedback
    • Attention to detail
    • Must be able to work in a fast-paced environment
  • Preferred Knowledge/Experience:
    • State, Local, and Commercial proposal writing and proposal lead experience
    • Background with professional services and business solutions
    • Shipley Proposal process experience / certification is a plus
    • Association of Proposal Management Professionals (APMP) proposal writing certification
