TACG is seeking a seasoned experienced Senior Program and Acquisition (P&A) Subject Matter Expert (SME) that can provide and successfully deliver senior-level Acquisition and Program Management SME support to the Program and Budget Enterprise Services (PBES) program through effective and efficient engagements with functional and mission partner customers.  The P&A SME will provide support to the PBES PMO with assistance identification, guidance, and advice on all program management and acquisition requirements.

This position reports to the Manager and is in Montgomery, AL.

• Ensure all acquisition processes and supporting documentation are accomplished on time and complies with AF regulations and all other required mandates
• Serve as Program Management Expert to the PMO to ensure compliance with contractual requirements
• Assist in the creation, preparation, analysis, and management of mandated acquisition, architectural, and program documents
• Provide expert knowledge of all acquisition category program milestone reviews including document support for all business system acquisition milestones
• Analyze acquisition issues and develop risk reduction and mitigation approaches for improving program planning, control, and execution
• Support the program office preparation and management of business capability delivery and support statutory and regulatory requirements, by managing the capability implementation plan
• Provide expert knowledge in support of all PBES management activities to include support to the PBES Program Manager in meetings, conferences, etc.
• Author and manage creation of standardized IT services’ strategy, design, and transition for global services across multiple disciplines
• Collaborate with Service and Process owners specific to Incident Management, Problem Management, Service Asset and Configuration Management, Change Management, Knowledge Management, and Request Fulfillment
• Provide inputs to ensure the Service Level Manager can successfully negotiate Service Level Agreements (SLAs)
• Work closely with PMO leadership, to help build out the service performance review cycle for review with customer stakeholders
• Provide interpretation and recommendations to ensure compliance with, directives, instructions, policy memorandums, regulations, and statutory requirements
• Provide the PMO expertise in support of requirements management, release management and change management in accordance with DoD, AF AFMC and AFPEO BES instructions, directives, regulations, and guidance documents as applicable
• Provide expert knowledge of the Configuration Management-process and model business process and information flow analysis for and across projects

• Education:
  • Four-year degree in Computer Science, Business, Management, or related field; education may be stubtituted for experience
  • Master’s degree preferred
  • Education may be substituted for experience as follows:
    • Formal education in a related area may substitute for related general experience; specialized experience cannot be substituted
    • A Bachelor’s degree may substitute for four (4+) years of experience
    • A Master’s degree may substitute for two (2+) additional years of experience  
    • A Ph.D. degree may substitute for two (2+) additional years of experience
    • Two (2+) years of additional related experience may substitute for an Associate Degree
    • Four (4+) years of additional related experience may substitute for a Bachelor’s Degree
    • Two (2+) additional years of related experience with similar functional responsibilities may substitute for a master’s degree
    • Each Professional Certification related to the field of expertise required is equivalent to two years of specialized and related general experience
• Required Knowledge/Experience:
  • Working knowledge of DoDI 5000.75 Business Systems Requirements and Acquisition and the Business Capability Acquisition Cycle (BCAC)
  • Familiarity with the relevant guidance and tools such as the Defense Acquisition Guidebook (DAG), Defense Acquisition University (DAU), and Milestone Document Identification (MDID)
  • Highly proficient in Microsoft Office tools, but specifically Project, PowerPoint, and Excel
  • Organization transformation skills
  • Must hold a DoD approved 8570 baseline certification (IAT Level-II or higher)
  • High degree of collaboration skills
  • Ten (10+) years of experience in acquisitions
  • Eight (8+) years of experience in Program/Project Management, Agile methodologies, processes, and procedures
  • Five (5+) years of experience in configuration and knowledge management
  • Three (3+) years of experience with Cloud Based hosting/monitoring and ITIL processes
  • Excellent oral, verbal, and written communications skills
• Preferred Knowledge/Experience:
  • Five (5+) years of experience working with US Air Force and/or DoD community
  • Knowledge of BES’ hosted Cloud One service provider’s infrastructures and architectures
• Physical Requirements:
  • All work will be performed in a home office or office environment
  • Ability to sit for extended periods of time
  • Ability to lift a minimum of twenty-five (25) pounds
  • Ability to perform repetitious computer tasks (keyboard/mouse functions)
  • Ability to talk and hear
  • Ability to occasionally stand, walk, reach with hands, stoop, kneel, crouch, and crawl
  • Specific vision abilities required to include close vision

• Perform other tasks consistent with the goals and objectives of the PBES Capability Delivery Team (CDT) and PBES task order.
• Perform other duties as assigned
